Human Rights to the Fullest

If we consider, just for a moment, a state with a complete grant of human rights to its fullest--with no negative limits nor without government intervention, would we be seeing a state near what John Locke called the "State of Nature" where man may do what is necessary to appease self-preservation tendencies?
